In = continuation of=20 this Department's sanction order of even number dated 20.12.2007 = on the=20 subject mentioned above, I am directed to convey the sanction of = the=20 President of India for the release of 3rd installment amounting to = Rs.=20 610.219 lakh (Rs. Six crore ten lakh twenty one thousand nine = hundred=20 only) under "Hariyali Guidelines" to the District Rural = Development Agency, Kachchh District of GUJARAT towards the = expenditure=20 which will be incurred on implementation of above mentioned = project during=20 the year 2009-10 as per details given = below.

2. The Chairman/District Collector, DRDA, Kachchh should = ensure=20 the proper utilization of the funds by the Project Implementing = Agencies=20 (PIAs). The District Rural Development Agency, Kachchh should make = the=20 funds available to the PIA(s)/WCs within 15 days of receiving=20 it.

3. The purchase of = vehicles/photocopiers/videos/projects and=20 construction of any permanent building etc. is not allowed under = DDP=20 programme.

4. A copy of Utilization Certificate for the = year=20 2008-09 duly attested, is enclosed. No UC is due from the = recipient=20 organization in respect of the project under which fund is being=20 released.

5. The State share of Rs. 204.75 lakh should = be=20 released by the State Govt. within 15 days from the date of = receipt of=20 Central share of this installment.

6. The expenditure is = debitable=20 to Demand No. 81, Department of Land Resources under Head = of=20 Account given below:-

8. The = payment=20 sanctioned above is provisional. The next installment of Central = funds=20 will be released only after 50% or more utilization of funds and=20 submission of: (a) Latest Utilization Certificate. (b) Audited = statement=20 of Accounts. (c) Latest QPR with online on the website of = department. (d)=20 Details of head-wise unspent amount . (e) A statement showing = details of=20 accrued interest as per ASAs of the relevant years and accrued = interest=20 actually deducted. (f) A certificate to the effect that = administrative=20 expenses are within the ceiling prescribed.

9. The = Pay and=20 Accounts Officer, Ministry of Rural Development will be the = Drawing &=20 Disbursing Officer for this purpose. The amount will be = transferred to the=20 Project Director, DRDA, Kachchh, (GUJARAT) telegraphically = (13-DRDA,=20 Kachchh District, GUJARAT).

10. The Accounts of the=20 guarantee institution or Organization shall be open to inspection = by=20 Internal Audit of the Pr. Accounts Office functioning under Chief=20 Controller of Accounts, in term of Rule 211(1) of GFR = 2005.

11.=20 This issue under the powers delegated to the Ministry of Rural = Development=20 and in consultation with the Integrated Finance Division vide = their ID.=20 No. 507/IFD/LR/09 dated = 15/07/2009.
