      proper utilization of the funds by the Project Implementing =
Agencies=20
      (PIAs). The District Rural Development Agency, Rajkot should make =

      funds available to the PIA(s)/WCs within 15 days of receiving=20
      it.<BR><BR>3. The purchase of =
vehicles/photocopiers/videos/projects and=20
      construction of any permanent building etc. is not allowed under =
DDP=20
      programme.<BR><BR><B>4. A copy of Utilization Certificate for the =
year=20
      2008-09 duly attested, is enclosed. No UC is due from the =
recipient=20
      organization in respect of the project under which fund is being=20
      released.</B><BR><BR>5. The State share of Rs. 61.69 lakh should =
be=20
      released by the State Govt. within 15 days from the date of =
receipt of=20
      Central share of this installment.<BR><BR>6. The expenditure is =
debitable=20
      to <B>Demand No. 81</B>, Department of Land Resources under Head =

      the end of project period. The final ASA, final UC and following =
may be=20
      submitted: (a) statement showing amount of accrued interest as per =

      year-wise Audited Statement of Accounts and interest actually =
deducted.=20
      (b) a certificate to the effect that administrative cost of the =
project is=20
      within the ceiling prescribed in the relevant Guidelines. (c) a =
statement=20
      showing head-wise details of the funds left with the State Govt. =
and=20
      certify that the State Share has been released in full (d) Exit =
Protocol=20
      for the post project maintenance of assets created duly signed. =
Unutilized=20
      amount along with accrued interest, if any, should be refunded =
through DD=20
      drawn in favour of the =E2=80=9CPay and Accounts Officer, Ministry =
of Rural=20
      Development, Krishi Bhawan, New Delhi.=E2=80=9D</B><BR><BR><B>9. =
The Pay and=20
      Accounts Officer, Ministry of Rural Development will be the =
Drawing &amp;=20
      Disbursing Officer for this purpose. The amount will be =
transferred to the=20
      Project Director, DRDA, Rajkot, (GUJARAT) telegraphically =
(20-DRDA, Rajkot=20
      District, GUJARAT).</B><BR><BR><B>10. The Accounts of the =
guarantee=20
      institution or Organization shall be open to inspection by =
Internal Audit=20
      of the Pr. Accounts Office functioning under Chief Controller of =
Accounts,=20
      in term of Rule 211(1) of GFR 2005.</B><BR><BR>11. This issue =

      powers delegated to the Ministry of Rural Development and in =
consultation=20
