In continuation of = this=20 Department's sanction order of even number dated 02.12.2008 on the = subject=20 mentioned above, I am directed to convey the sanction of the = President of=20 India for the release of 4th installment amounting to Rs. 74.25 = lakh=20 (Rs. Seventy four lakh twenty five thousand only) under = "Hariyali=20 Guidelines" to the Zilla Panchayat, Ajmer District of = RAJASTHAN=20 towards the expenditure which will be incurred on implementation = of above=20 mentioned project during the year 2009-10 as per details given=20 below.

2. The Chief Executive Officer, Zilla Panchayat, Ajmer = should=20 ensure the proper utilization of the funds by the Project = Implementing=20 Agencies (PIAs). The Zilla Panchayat, Ajmer should make the funds=20 available to the PIA(s)/WCs within 15 days of receiving = it.

3. The=20 purchase of vehicles/photocopiers/videos/projects and construction = of any=20 permanent building etc. is not allowed under DDP = programme.

4. A=20 copy of Utilization Certificate for the year 2008-09 duly = attested, is=20 enclosed. No UC is due from the recipient organization in respect = of the=20 project under which fund is being released.

5. The = State share=20 of Rs. 24.75 lakh should be released by the State Govt. within 15 = days=20 from the date of receipt of Central share of this = installment.

6.=20 The expenditure is debitable to Demand No. 81, Department = of Land=20 Resources under Head of Account given below:-

7. The other terms and conditions already conveyed = will=20 remain the same.

8. The payment sanctioned above is = provisional.=20 The next installment of Central funds will be released only after = 50% or=20 more utilization of funds and submission of: (a) Latest = Utilization=20 Certificate. (b) Audited statement of Accounts. (c) Latest QPR = with online=20 on the website of department. (d) Details of head-wise unspent = amount as=20 on the last date of project. (e) A statement showing details of = accrued=20 interest as per ASAs of the relevant years and accrued interest = actually=20 deducted. (f) A certificate to the effect that administrative = expenses are=20 within the ceiling prescribed.

9. The Pay and = Accounts=20 Officer, Ministry of Rural Development will be the Drawing &=20 Disbursing Officer for this purpose. The amount will be = transferred to the=20 CEO, Zilla Panchayat, Ajmer, (RAJASTHAN) telegraphically (1-ZP, = Ajmer=20 District, RAJASTHAN).

10. The Accounts of the = guarantee=20 institution or Organization shall be open to inspection by = Internal Audit=20 of the Pr. Accounts Office functioning under Chief Controller of = Accounts,=20 in term of Rule 211(1) of GFR 2005.

11. This issue = under the=20 powers delegated to the Ministry of Rural Development and in = consultation=20 with the Integrated Finance Division vide their ID. No. = 410/IFD/LR/09=20 dated 03/07/2009.
